It is generally felt that as the present police rates are partly appropriated for the purposes of making and maintaining roads; the same method of assessment and collection might be rendered available for them. Your Excellency is aware that a precedent is found in certain Colonies where under the general name of "Lighting and cleansing rate" funds are raised for all purposes of cleanliness, including the rating of roads.
In addition to its very important sanitary considerations which are referred to in the Memorial and vouched for by all the Medical men in the Colony be it has been shown, I would claim attention to the flies and vermin which have their origin in the decaying matter with which the surface of the streets abound.
The daily sweeping which this renders necessary is attended by clouds of dust - filling the air with most offensive particles injurious to health.
It has been thought that the arrangement would involve the purchase of Carts, horses and harness, and the line of drivers; but I would venture to point out that at present the Chinese are quite incompetent to handle horses for the purposes of draught labor; and that
